GENERAL NOTICE


City of Guymon (Owner) is requesting Bids for the construction of the following Project:

Guymon Lagoon Rehabilitation


Bids for the construction of the Project will be received at the Guymon City Hall located at 424 N. Main St. Guymon, OK. 73942, until Tuesday, May 7, 2024 at 2:00 PM local time. At that time the Bids received will be publicly opened and read.

GUIDANCE NOTES--The basis of each Bid may vary and may even include alternate bids. This should be made clear in the Bid Form. Edit to suit the Project and Owner’s requirements. Choose paragraphs as appropriate for the Project and delete paragraphs not used.

Descriptions of the Work should be brief, but provide adequate detail for prospective Bidders to be able to determine if the Work is the type of project they can pursue.

NOTES TO USER—The advertisement may be for a single contract, or for several contracts being bid concurrently where multi-prime contracts are used. For a single contract, delete the “[Or],” the wording that introduces the table, and the table itself. For multiple contracts, delete the sentence beginning “Bids are requested for the following…” and the “[Or”], and retain the table and introductory wording. Revise the format if a table is not practical for print publication.

The Project includes the following Work:

Project consists of procurement and installation of a new packaged lift station, force main and tie-in to the existing Guymon WWTP and lagoons, rehabilitation of existing lagoons, addition of new outlet boxes, gravity piping, weirs, and valves as detailed in the Plans and Specifications.

OBTAINING THE BIDDING DOCUMENTS

GUIDANCE NOTES—Bidding Documents may be made available to prospective Bidders using a variety of methods ranging from providing printed documents to allowing them to be downloaded from a website. If the Bidding Documents will be made available in an electronic format, then the following standard paragraphs assume that the documents will be distributed as PDF files.

Proposers may secure copies of Bid Documents as follows:

1.  By contacting the Project Coordinator Ashley Slavin at aslavin@parkhill.com. Additional information can be found at https://parkhill.com/projects-for-bid.

a.     Download documents (.PDF file extension format) from Parkhill’s Info Exchange web site after registering as a plan holder with Project Coordinator stipulated in Item 1. above. There is no cost or deposit required for this option.

b.     Digital copies (.PDF file extension format) upon payment of $20.00 per USB flash drive, plus applicable sales tax.

c.      Paper copies may be purchased upon payment of the following:

1)Complete Set of paper Bid Documents: $50.00 per set, plus applicable sale tax.

d.     Bid Documents (paper and USB flash drive) will be shipped pre-paid to the requester.

2.  Prospective Bidders are urged to register as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. Only Prospective Bidders who obtain Bid Documents through Parkhill will be registered as a document holder (plan holder) and will therefore automatically receive addenda if/when issued. 

3.  Payment shall be Company check or cashier's check made payable to Parkhill, or by credit card. Credit card purchases will have a three percent (3.0 percent) convenience fee added to the total purchase price.

4.  No partial sets will be issued.

5.  Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

The Issuing Parkhill Office for the Bidding Documents is:

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office during normal business hours (call Issuing Office to verity normal business hours) and may obtain copies of the Bidding Documents as described above.

GUIDANCE NOTES—Documents may be made available by requiring Bidders and other interested parties to pay a refundable deposit or requiring them to purchase the documents (not returned and payment is not refunded.) Options available to the Owner may be governed by Laws and Regulations.

NOTES TO USER—Use the first paragraph below when requiring a refundable deposit, or in the alternative the second paragraph for purchase of the documents; delete the paragraph not used.

This Project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program.

 

PRE-BID CONFERENCE

NOTES TO USER—Owner should determine if it is desirable to require attendance (mandatory) at the Pre-Bid Conference. Coordinate with the Instructions to Bidders. Choose the appropriate following paragraph and delete the paragraph not used.

A pre-bid conference for the Project will be held on Wednesday, April 24, 2024 at 1:00 PM at Guymon City Hall, 424 N. Main St. Guymon, OK. 73942. Attendance at the pre-bid conference is mandatory.
